01 -  Preheat oven to 375°F and line a 12-cup muffin pan with paper liners or lightly coat with nonstick spray. 
 02 -  In a medium bowl, whisk together all-purpose flour, baking powder, baking soda, and salt until uniform. 
 03 -  In a large bowl, beat eggs, buttermilk, vegetable oil, melted butter, and honey until fully combined. 
 04 -  Fold dry ingredients into wet ingredients and stir gently until just combined; avoid overmixing. 
 05 -  In a small bowl, blend softened cream cheese with chives (if using) and garlic powder until smooth. 
 06 -  Fill each muffin cup halfway with batter. Place 1 tablespoon cream cheese mixture in center of each, then cover with remaining batter. 
 07 -  Sprinkle muffin tops evenly with everything bagel seasoning and sesame seeds for crunch. 
 08 -  Bake for 20–22 minutes until tops are golden and a toothpick inserted into the muffin portion comes out clean. 
 09 -  Let muffins cool in pan for 5 minutes, then transfer to wire rack to cool slightly; serve warm or at room temperature.
